Özet:   The aim of this study is to identify and understand the deliberation process carried out at school level. The assumption is that a sound deliberation for pre-exploration of the potential of the curriculum material in terms of not only the content that led to their development but also how and why the content was selected, arranged and transformed for educational purposes is essential in providing equal educational opportunity to citizens. The study was carried out at 27 state schools with 81 English language teachers.  The results of the findings indicated that variation in deliberation is due to affective factors at schools.
