Özet: In this article, discussed one of the important figure of Iran's foreign policy, Qasem Soleimani, who is known symbol of the human-to-human relations in Iran foreign relations, and his activities that have recently come forward in the fight against ISIS in Iraq. His personal characteristics and individual relations with Iraqi actors have made Tehran one of the dominant capital in Baghdad. Although Soleimani is commander of the Quds Force, which officially recognized as the foreign operations unit of the Revolutionary Guards, his activities get ahead of state-to-state relations based on classical diplomacy. Many experts are accepted Soleimani more effective than the Iranian Ministry of Foreign Affairs in Baghdad. He is a more influential figure than the Iranian foreign minister and diplomats in Iraq. This study will try to explain Soleimani's power in Iranian diplomacy and the main power behind him since conflict with ISIS.
