Özet: Hilat and gift giving were an important part of the institutionalized tradition of ceremony in the Ottoman central bureaucracy. Ottomanists discussed this tradition between high-ranking officials and the Sultan, or through foreign state leaders and their ambassadors. By making use of Ottoman archive documents, this study, on the other hand, focuses on the gifts and caftans given to the tribal chiefs in the Ottoman provincial governments. According to these documents from the 19th century, the caftans and gifts given to the tribes were part of a method of building loyalty and this tradition was addressed as "ancient tradition (âdat-ı kadime)". This tradition continued until the end of the empire although it was tried to be abolished during the Tanzimat period. The caftans and gifts giving to the tribal chiefs also indicate that the tribal formations in the Middle East were both a social and political organizations, as emphasized by modern anthropologists. In this context, this study firstly argues the reasons for dressing the tribal chiefs during the 19th century with caftans. Then, the problems experienced in the elimination of this “ancient tradition” during the Tanzimat period are elaborated.
