Özet: As a result of Russian interventions, that became institutional in the early 19th century, the traditional Kazakh political structure began to evolve into a more “modern" form. The Kazakh intellectuals, which began to emerge in the second half of the 19th century, were quick to develop an alternative to these colonial Russian arrangements that ignored Kazakh traditions and customs. However, the extensive laws of Russian colonial power in 1822, 1867, 1868, 1886 and 1891 paved the way for the breakdown of the traditional Kazakh political structure and the domination of a Russian-style system. In other words, the Russian colonial practices lay primarily at the root of the modernization of the Kazakh political structure. But Russian laws and practices are not the only source of modernization. Practices like first Kazakh periodicals, books in Kazakh, first Kazakh political parties, Kazakh congresses, the first Kazakh autonomous administration were implemented by the Kazakh intellectuals. Therefore, the thoughts and activities of Kazakh intellectuals are one of the main sources of Kazakh political modernization. In particular, the “Üç Cüz” party advocated a political-democratic view and asked the Kazakhs to gain independence from Tsarist Russia. The research provides detailed information about the party that fought for this case and the “Üç Cüz” party founded under the leadership of Kölbay Tögisov as one of its founders.
