Özet: The theories of economic growth accept that human capital is the most important determinant of sustainable economic growth in the long term and education is the most important factor affecting human capital. Theoretical and practical studies examining the effects of education and human capital on sustainable economic growth show that the quality of educational outputs has long-term and positive effects on economic growth. In determining the quality of educational outputs, the scores of international tests such as PISA, TIMMS, and PIRLS are used. This study aims to evaluate Turkey's performance of PISA which is the most comprehensive and reliable evaluation index. Ever since Turkey attended PISA tests for the first time in 2003, the average scores in the fields of mathematics, science and reading skills are lower than the average of OECD countries. In order to achieve sustainable growth, it is important for Turkey to improve the quality of educational outputs to the level of countries receiving good scores in PISA. Therefore, it is necessary to develop appropriate policies aiming to increase the quality and quantity in the long term with an approach taking the educational policies of countries that rank high in the PISA test and implement them consistently.
