Özet: During the Second World War, Iran remained as a country that was far from being a country that made its own decisions, and that had a very weak central power and tried to struggle with famines and poverty. On August 25, 1941, Britain and the Soviet Union occupied Iranian territory. They did not call it occupation, they called it a result of the urgent demands of the war Actually, that was not the case. Iran's sovereignty and independence were harmed by these two countries and their interests were disregarded. The footsteps of the Cold War began to be heard, as these Soviets resisted not to leave the occupied places. This issue was brought to the League of Nations by Iran, and eventually the Soviet Union left Iran as a result of pressure from the United States and Britain. The withdrawal of the Soviet Union from Iran undoubtedly upsets Cafer Pishevari, who established the Azerbaijani Mukhtar Government in Northern Azerbaijan, At this point, this study aims to explain the establishment process of the Azerbaijan Mukhtar Government, which was established in Iran under the leadership of Seyyid Cafer Pişeveri after the Second World War, and to present a comparative analysis of the approaches of Iran and Turkey by using the archive and local press resources.
