Özet: The Quran has not been sent as a whole book, but as fragmentary. This process lasted approximately 23 years. Of course, there are certain wisdom of this process. Because gradual revelation of holy Quran was very important in order to be understood and to be put into practice. It was the most appropriate method for the followers of this new religion to experience this process gradually. In this process the prophet both explain and apply the revelation sent to him. The studies that explain the Qur'an, which is called “tafsir” in Islamic tradition, began during the period of the Prophet. Tafsirs from the classical period to the twentieth century were prepared on the basis of the Mushaf composition. In the twentieth century for the first time tafsir writing was started on the basis of the revelation of surahs for better understanding of the message of the Quran. With this method, for the first time, Et-Tafsirü’l-Hadith was written by the Palestinian activist and thinker, Muhammed İzzet Derveze. There are also many commentaries written by this method. The commentators who are based on the Qur'an's recitation claim that this method is more useful. Then this method is in favor of perceiving the Qur'an as a living appeal by analyzing the environment and conditions in which revelation is the descented.With this method, first Mecca,then the Medinah Surahs are discussed.So; In the first stage, the issues of belief and morality that are prioritized in the Mecca Surahs will be adopted.In the second stage, the beliefs of the believers will be strengthened by adopting the verses of the ahkâm in the Medinah Suras.
