Özet: More and more people around the world are seeking healthcare abroad. With its strong capabilities in health tourism and the quality of its medical and healthcare services, Turkey not only enjoys the trust of medical tourists, it also offers cost advantages. This study aims to propose a model for removing the deficiencies of e-Nabız applications (www.enabiz.gov.tr) as an health information system, making them easier to use by patients and physicians and ensuring their more effective use. To this end, face-to-face interviews were conducted with 409 medical tourists who received inpatient and outpatient services from the International Patients Coordinatorship of Hacettepe University Hospitals between April 1, 2019 and April 1, 2020, as well as with 572 physicians working as faculty members or research assistants at Hacettepe University. Statistical analysis was conducted using the software package IBM Statistics 25.0. It was found that there was a need to develop e-Nabız applications for medical tourists and physicians as well, and medical tourists would like to have electronic access to their health records. On the basis of the hypotheses confirmed in the present study and the results of the literature review conducted, an e-Pulse International system was proposed to address these needs and desires of medical tourists. The study defines the main components of the e-Pulse International system, and details the stages for its implementation. The E-Pulse International system aims to allow medical tourists in Turkey to have fast and reliable access to their health records from anywhere in the world, offer them fast, reliable, and personalized services by facilitating their procedures, and create added value for the quality of the healthcare services provided to medical tourists, thus improving the contribution of medical tourism to national economy. Within this framework, developing the e-Pulse International system would make an important contribution to increasing medical tourists’ levels of satisfaction with the healthcare services they receive in Turkey. Offering the e-Pulse International system to medical tourists would create a stronger preference for Turkey compared to other countries that offer medical tourism services. The system would have a positive effect on medical tourism and contribute to its development by allowing medical tourists access to their data.
