Özet: While the focus of e-government policies in the past years has been the transfer of public services to electronic media, the provision of interoperability among the elements of e-government stands out today. Interoperability means mutual benefit ensure by providing interaction between information, application, business processes and services of different structures through information technologies and structuring in line with common goals. The e-Government is based on the structure of the elements (public institutions and organizations, enterprises, employees, citizens, etc.) that interact with each other and in electronic environment and enable users to access information flowing through a backbone. In the transformation of e-Government organizations into e-institutions sistem, it is of great importance to ensure interoperability of information management systems with internal and inter-institutional systems. Interoperability between information management systems is possible by meeting many requirements with technical, semantic and organizational dimensions. Technically dimensioned activities are mainly related to computer and network systems that will enable information sharing between applications. The semantic dimension focuses on the production and safe sharing of data in a way that is fully and accurately understood by all business partners. The organizational dimension is related to the modeling of business processes to include other related institutions, determination and compliance of common procedures and principles, development of common values with stakeholders and management needs. Interoperability studies aiming at the interaction of the technical infrastructure based on computer systems become a discipline aiming to share data, information, records, processes, values and targets belonging to different structures over time. Ensuring the interoperability of electronic records management systems (ERMS) with other information management systems depends on meeting the technical, semantic and organizational needs. Achieving advanced interoperability maturity levels is possible by meeting the requirements based on information and records management discipline semantic and organizational as well as information-based technical elements. In the study, the requirements affecting the development and management of ERMS in a way that interoperability with internal and inter-institutional information management systems are examined. In this study, the requirements that affect the management and development of the ERMS, which constitute the backbone of corporate information and records management systems, are interoperable with the internal and inter-institutional information management systems. The Electronic Records Management Systems Interoperability Maturity Model (eBYS/BİÇOM) developed for this purpose is presented. The Model which is presented expected to contribute to the development and efficient use of ERMS applications by self-assessment and can be used as an external audit tool.
