Özet: Smart City is a new approach proposed to improve the quality of life of the city people today. In countries such as Turkey it is seen as a way out to overcome the problems caused by rapid urbanization. For this reason, this approach has been adopted as a national policy in the field of urbanization in strategy documents, decrees and circulars. However, Turkey is a country where regional disparities, especially in underdeveloped regions is situated in front of the administrative implementation of this policy proposals and socio-economic barriers. Because such policy proposals require institutional capacity, infrastructure, intercity cooperation, resource allocation and social awareness. In this direction, the aim of the study is to reveal the factors that make it difficult to implement this new policy proposal in cities under regional underdevelopment conditions. The data of the development indicators of the cities of Bingöl, Kars, Bitlis and Hakkari in the Eastern Anatolia Region, which has the characteristics of underdeveloped regions, were evaluated and the applicability of this policy proposal was analyzed based on the current situation and capacities of the cities. In order to reveal the socio-economic development difference of the research area, the data of 1996, 2003, 2011 and 2017 Socio-Economic Development Ranking Surveys, the Turkish Statistical Institute 2015 Living Index in Provinces and data obtained from different studies, 2020-2023 National Smart Cities Strategy and Action Plan It has been evaluated in the context of the objectives stated in. As a result, with a holistic approach, regional income distribution and resource allocation injustice should be eliminated and the structural character of regional inequalities should be eliminated from distortions that feed the continuity of inequality.
