Özet: This study aims to comprehend the political consequences of administrative reforms inspired by the new public management perspective in Turkey by focusing on metropolitan mayors. These reforms have resulted in overcrowded, dispersed and complex decision-making and implemention processes, especially in the field of local government. Thus, the profile and practice of the mayors, who have become both political and administrative leaders since the 1960s and who are the top-level decision-makers and implementors in the local area, have changed significantly. Mayors, who establish relations with numerous actors such as municipal organization, district municipalities, local electorates, political party and central government, have also become the figure through which these actors are affiliated with each other. In this way, mayors, who are already in strong position, have had the opportunity to expand their room for maneuver despite the constraints by central government. On this basis, departing from the memoirs of and interviews with mayors and local and national media, this study develops its arguments concentrating on the cases of Adana, Eskişehir and Şanlıurfa Metropolitan Municipality with an emphasis on the post-1980 developments in Turkey.
