Özet: The development of the public realm in the city is directly related to the progress of the public behavior. Since public activity “turns human body into a model” and is dependent on the forms of the being aware of the body, eye’s function on the process of the construction of the public realm in the modern city gradually increases matching up to the other means of the communication and the interaction. This study comparing the public realms of the cities of 19.th centuries of Paris and Istanbul, analyzes the importance of the role of the eye in the both city over the formation and the change of the concepts of the public and of the private, and yet discusses that the development of the public and private shows differences in the both city. The visual inspection over the public realm, creates the inner-directed and passive spectators in Paris, but the same period in Istanbul causes the development of the public realm and the public view by way of discharging the state from the usual determining of the symbols and even shaping the rules of fashion styles and body inspection, and results in overtaking this function of the inspection and supervision in the hands of civil-public realm.
