Özet: Taksim Square, defined by symbolical buildings of Republican Period such as Atatürk Cultural Center and Taksim Cumhuriyet Monument, appears to be an important public space, witnessing the social events that keep urban collective memory alive. The period in which central and local governments are compatible with each other and act together is illustrated best by the period of rule of AKP government since 2004. During this period, bureaucrats and technocrats of local and central government place the city as a basis of capital accumulation model by working in harmony with the aim of the current government.Afterwards, cities and especially İstanbul, appear in the platform in which the capital and the state work together, take joint-desicions and determine the rules for accessing the area through their own interests. Urban renewal projects have been engraved in memories as typical marks of this new era.   Taksim Square, Turkey's best-known public space, not expected to be saved from these kind of urban renewal projects. In connection with the Pedestrianization Project of Taksim Square, it is projected to re-construct Artillery Barracks (Topçu Kışlası) in the same area of Gezi Park, by destroying the present use of the public green area and giving different functions to the new structure: shopping center and residence. As a part of Pedestrianization Project, the intervention that begun for cutting down the trees in Gezi Park has turned into an struggle for getting back the public space by İstanbulites in the basis of the right to the city. Lasting for many days, this struggle witnessed the reproduction of public space while conducing the outbreak of a creative process in terms of street art.13th Istanbul Biennial whose main agenda is the idea of public space as a political forum has took place in a free and anonymous way without the need for biennial and its networks under the control of its curators and sponsors. The concept of the right to the city has opened a new field for public art.
