Özet: Plan amendments small-scale, partial and disruptive to the integrity of planning are one of the most important problems of planning field. Although plan amendments are defined as exceptional cases about implementing plans, they are no longer exceptional cases but become a general mode of planning. By these kinds of plan amendments, all actors affected by the regulations brought by planning practice try to be out of arrangements brought by planning.   It can be easily stated that there are two factors which are very significant to bring plan amendments into being. Demanding side of these plan amendments featuring private and partial interests and local governments approving and carrying out these demands are both main parts of these amendments. Furthermore, this kind of amendment demands come not only from a certain section of society but from every segments of society. In other words, expectations of plan amendment spread to all social layers. Additionally, municipalities try to become an active part and even to be leading actor of it.   The findings of empirical study show how much these plan amendments small-scale, partial and disruptive to the integrity of planning become widespread in planning practices. There are two facilitating and motivating factors behind the increasing number of plan amendment demands. These are first of all decentralization of planning authorities to local governments and in the second place philosophically the content of property relations.   In addition to that one of the most important findings of empirical study is related with organization of production of urban space. It is observed that there is a monopolization process in the market of private planning offices that provide services both to public and private agencies. Therefore partial spatial planning practices result in capital accumulation not only by its outcome in terms of creating urban rents but also by its process in terms of rising prices due to monopolization of market.
