Özet: Meaning and function of planning concept also has changed as every concept on shifting of the world. Planning and future of cities in 21.century has been determined by very different dynamics. International politics, environment and ecology, law, administration and management are mainly determinant fields. In this context, It is understood that environmental problems not only limited to environment but also every scoping of living. “thinking globally, acting locally” concept has dominantly used by  existing action side. Problems have been carried on considering all over the world than local scale. In spite of all of them, A consensus has existed about which every world citizen has sensitively responsible against facts and taking acts. Since 1990’s, locality and subsidiarity concept ensure to take all of local services efficiently. It is clear aim that local governments have taken playing role according to subsidiarity principle in administration organization. Local government should have duties in directly participation of local people with solving problems and using of resources efficiently. Additionally, It is obligatory that environmental assets and resources in balance with conservation and use must have been protected and inherited to new generations exactly by using sustainability concept and approach. In this framework, a planning problem is that ensures balance with conservation and use in condition of spatial structure and its change and development. Planning approach should be applied in respect of comprehensive, multi-disciplinary and actionable characteristics. Legislations by taking laws as like as 6360 numbered law should be integrate and harmonized with comprehensive planning approach. But, this condition did not. It is important that change on borders of Kayseri metropolitan city and its influence area.
