Özet: The journey of labour migration from Turkey to abroad which has begun after the 1961 bilateral labour agreement with the Federal Germany, had significant impacts on the country for many years and has become an important topic for research.  However, it is interesting to notice that in the wealth of literature on migration, a particular aspect has been relatively untapped: The labour migration quota for people residing in areas with history of disasters or environmental deterioration. In the period of 1965 to 1972, a quota of 15 percent was applied by the Turkish state to favor the populations of the regions affected by disasters earthquake, flood, landslide and environmental changes due to developmental projects during the anonymous worker transfer programs. This study focuses on the issue of state-led international environmental migration, which had received fairly limited space in the current migration and environment literatures in Turkey. It analyzes the disaster quota system through discussions reflected on the proceedings at the National Assembly. The investigation of the decision-making processes illustrates that the quota system has been implemented to overcome the financial damages that occurred after disasters. It has been aimed at resolving structural issues through individual efforts with this policy which shows accordance to the management mindset of the era.
