Özet: Welfare state should be defined as a structure with three pillars: social assistance, social security and most of all, egalitarian distribution policies, and defined as such, today’s welfare state of Turkey should be labeled with the adjective “liberal”. The reason behind this argument can be found in the actual events: reforms in the social security system covers numerous regulations to the detriment of the workers, cuts of the retirement or severance indemnities are under discussion, public service provision is more or more conceded to the mercy of the market and social assistance is taking hold of all other dimensions of the welfare state. In this paper whose main argument is that the Turkish welfare regime which has been classified among the corporatist Southern European is currently being transformed into the liberal model, we will first present the poverty figures and the identity of the poor, to discuss afterwards the instruments of fight with poverty. Among the public social expenditures, we will develop the social assistance programmes because we argue that the form in which this realm is being structured provides perfect proofs for the transformation to the liberal model. Finally, the Social Assistance and Solidarity Foundations will be analysed for these institutions, along with their structure and functioning, with their material and moral power represent a spectacular administrative invention and a perfect symbol of the “new” period through we are passing.
