Özet: Today, the phenomenon of poverty is increasing rapidly in all over the world. Research findings indicate that today's poverty can not be addressed only in relation to unemployment since the majority of working people live below the poverty level. The extensive use of flexible working style, which is now the dominant forms of work especially beginning from 1980's, contributed to this condition heavily. Working hours and density is increased, work safety and security is significantly weakened, wages have decreased and working conditions became increasingly hard to the point of deterioration. The informal sector has grown steadily and it gradually began to be conceived as even more attractive in terms of investors. Now the daily increasing flood of unemployment and poverty has become a serious disciplinary tool on the workforce. The increasing degree of unemployment and poverty accelerated the development of what the International Labour Organisation referred as modern forms of slavery, and the new forms of slavery such as commercial sexual exploitation of forced labour for profit, the exploitation of the labor force directed towards forced labor have increased globally. Related to this process, human trafficking also displays a startling increase in a global scale. These social costs being reported one after another by international regulatory bodies have accelerated the questioning of the sustainability of neoliberalism, and the calls for the urgent application of policies to cease the threats of unemployment and poverty on a global scale is increased, preparing the ground for a consensus.
