Özet: Historic sites have been developed and grown within historical timeline as they are the core of the settlements in which they have flourished. These areas which we define as cultural and natural assets have attracted the interest of society every time. Man has shown great effort in order to find out more about previous societies; how these societies have lived, and have also tried to find out about, learn from or just to satisfy his curiosity about buildings and settlements, which are reflections of these life styles. Historic sites, which we can also define as heritage sites where accumulations of societies from past until today are collected, lose their attraction in time, especially due to social and economic factors. As a result of this, their place in the collective memory of the society weakens. Generally, protection of these sites which are left within city centres, efforts to recuperate them for the city and for citizens is also important for passing on the identity of the city, which has been formed starting from past without losing its meaning. According to international literature and regulations road maps of conceptual definition of conservation and applications are defined and adapted to the condition of each country. Concept of conservation which contains dimensions of social, economic, cultural and application procedures is defined by legal regulations. In order to understand and discuss the perception and mentality of conservation we need to criticise legal regulations in our country. In this study, definitions of urban conservation and renewal will be discussed based on implementations in Turkey. In order to achieve this; changes on regulations and procedures will be criticized in order to follow the transformation. Processes and procedures which affect historic sites and cultural assets will be discussed in line of legal regulations as they have changed from past until today. According to this collection, breaking points and switches that affected from economic, political and legal dimensions will be defined.
