Özet: With the inclusion of many nations and tribes in the Russian state between the 16th-19th centuries, the issue of naming and classifying them as administrative and legal has emerged. The ambiguity in terminology has naturally affected ad-ministrative areas as well, and the lack of determination of the framework of rights and duties has brought along confusion and abuses. The structure, which adds new and different elements to itself, will either try to destroy the new within itself or preserve the different as an original structure attached to itself through adaptation. The subject of this study is the formation and scope of the concept of inorodets as it had a certain meaning with The Charter on Government of Non-Russians of 1822, which emerged under the leadership of M.M. Speranski, a reformist jurist ahead of his time.
