Özet: Industrial Clusters are regional concentrations of businesses and organizations that compete with each other, complement and depend on each other. Clustering phenomenon is developing rapidly both in the world and in Turkey. The reason for this is that clustering provides significant benefits to sectoral, regional and national competitiveness. In this study, it is aimed to determine the cluster actors of a potential Kuşadası Marine Tourism Cluster. Kuşadası Marine Tourism actors are determined by the face-to-face interview method, which is a qualitative research method, and studies in the literature. Kuşadası region have a cruise terminal, a marina, surface and underwater sports center, daily excursion tour operators, yacht manufacturing, maintenance and repair enterprises, food, beverage and entertainment businesses, yacht agencies, cruise travel agencies and tour operators, transportation businesses and small industrial sites, etc. The gathering of service providers in the value chain is not sufficient for clustering. Public institutions, chambers and associations, research institutions should also be included in the cluster ecosystem according to Porter’s Clustering Theory. Potential Kuşadası Marine Tourism Cluster actors are examined in four different groups. These are service providers (firms), government/policymakers, hybrid organizations and academia. To sum up, it is of great importance to carry out the actor analysis carefully in a region where potential clustering may occur. Once the actors are identified, it is possible for the cluster to be implemented and to support regional development by providing competitive advantage and cooperation.
