Özet: The process of modernization, which started with the industrial revolution, has affected the life of the press like any other field. Towards the end of the 19th century, printing activities increased, especially in Istanbul. Bursa press life, which is the subject of our study, started with the establishment of the state printing press by the state and the first issue of the Hudavendigar Newspaper which was designated as the official publication from this printing press in 1869. Hudavendigar, the governor of Bursa Hacim İzzet Pasha, came out with the supervision of the provincial authority, announced the decisions, notifications, official announcements, promotions of the officials, appointments and appointments. There is also limited coverage of news on social life. Hudavendigar Newspaper has an important place in the press life in Bursa as it is the first newspaper that has been officially published and also sheds light on the political, social and cultural life of the period. In this study, the press life of Bursa from the beginning to the second constitutional monarchy will be mentioned and newspaper’s publishing policy of the period will be revealed by means of the press by making a form and content analysis about Hudavendigar Newspaper.
