Özet: Covid ‐ 19 has emerged as a health crisis affecting people all over the world. The disease was confirmed in December 2019, and with the rapid increase in the number of cases, it was included in the pandemic category by the World Health Organization. Although various measures were taken with the recommendations of the World Health Organization and the guidance of scientists to reduce the spread of the Covid-19 virus, a total of 677,751 people died worldwide as of the end of July 2020. The pandemic process is unlike any period in which humanity lived in terms of its content and the uncertainties that came with it. Developments deeply affect the whole world and in the shadow of the "New World order" discussions, the world is going through an unpredictable process. Major crises such as pandemics require large-scale behavioral changes, thus placing significant responsibilities on individuals, organizations and societies. In the process, both national and international organizations have important responsibilities in minimizing the negative effects of the pandemic, guiding individuals, and managing the resulting crisis correctly. In the study, it was aimed to examine the current understanding adopted by organizations providing health services in crisis management in the sample of the World Health Organization and to propose an action plan that can be applied to health organizations in the process of combating the crisis that emerged with Covid-19. For the purpose, the discussions on the problematic have been tried to be resolved in detail in a systematic approach by scanning the relevant domestic and foreign current literature. In the study, one of the qualitative research methods, case study research approach was adopted. With the study, an international organization such as the World Health Organization, which claims to direct global health policies, could not manage the Covid-19 crisis, which concerns all humanity in the most fundamental aspect - the right to life - due to the lack of adequate communication, deficiencies in supranational coordination mechanisms, and the dimensions of the crisis have been further It has been concluded that it has grown.
