Özet: The problem of regional development has been a problem for many years in both developed and developing countries. The aim of this study is to examine the place of the regional development problem in Turkey in development plans. For this purpose, eleven development plans, the first of which were prepared in 1963 and the last in 2019, as a requirement of the planned development model that started to be implemented in Turkey after 1960, were examined in terms of regional development. As a result of the study, it has been determined that the regional development problem in the development plans is handled in a way that takes into account the economic, social, cultural and technological change processes in the world and in Turkey. However, it has been determined that the policy measures that are thought to be implemented within the scope of regional development in Turkey have not been fully implemented and the regional imbalances have not been sufficiently eliminated until today. For the solution of this problem, it has been concluded that the implementation of regional development measures such as giving investment incentives to underdeveloped regions, preventing migration by increasing employment opportunities in these regions, solving education and health problems and activating local dynamics that have superiority in development in the region are of great importance.
