Özet: The concept of human rights is usually expressed as fundamental rights and freedoms. These rights are innate and only caused by being born as human. Every human has these rights equally. It is also accepted that no external force can interfere with these rights. However, these ideas that are reconciled in the past have been insufficient to solve the problems that occur in the crisis periods. The concept of human rights has always been the subject of discussion in crisis processes. One of these processes is the global epidemic we are experiencing today. The dispute stems from uncertainty about the meaning of the concept of human rights, which rights are fundamental, the universality of the rights mentioned and whether these rights can be restricted. This situation requires rethinking the concept of human rights and the rights contained under this concept. Rethinking is not eliminating what factually exists. The aim is to identify the negative or inadequate aspects of the existing and restructure it according to the conditions. In this article, the perception of human rights before and during the epidemic process will be discussed, the problems that arise in this context will be discussed, and the possibility of more real and rational perception of fundamental rights and freedoms in the new age will be investigated.
