Özet: It is known that various global epidemics have been experienced throughout human history. However, the "Covid-19" outbreak, which occurred in Wuhan, China last year, is different from past epidemics with a number of different features. Likewise, as a result of globalization in today's world, the spread of the transportation networks, the decrease in travel times, the fact that people's travel between countries for education, health, tourism or professional reasons have become a part of daily life, the COVID-19 epidemic is different from all past global epidemics. It can be said that it spread at a tremendous speed and affected the whole world in a short time. On the other hand, the effects of the global pandemic are not only for human health; It is observed that it has created transformations in the context of education, politics, technology, legal order and international relations. In this study, firstly, legal theories, United Nations criteria and Siracusa Principles regarding the applications of the global epidemic, especially in the context of human rights and freedoms, are discussed; In the context of the global epidemic continues giving place to the other countries and Turkey application solutions relating to measures deemed essential to be considered within the scope of the outbreak of the country where the applicant is under development.
