Özet: ‘Globalization’, which is based on the idea of creating a homogeneous world, enables the free movement of money, goods and people and make possible the West to dominate the whole world with its infrastructure and superstructure, is the integration of the world in political, social, economic and cultural fields. Globalization has not fulfilled the promise of homogenization of humanity. The process, which resulted in the elites becoming more elite and the needy more fond, produced another system that forced societies to become a part of the global, declaring those who remained outside this system ‘the other’. The cybernetic space, which is a structure free from time and space, has dethrone ‘panopticon’ and has increased the dimensions of control and masked the surveillance thanks to its mobility. This implicit control functions as extraction and exclusion. As a matter of fact, choosing to remain local means being out of the system and not being accepted into cyberspace, and means not living in today’s world. The aim of this study is to clarify with the literature review technique that technology established with global networks does not provide unity, on the contrary, it builds a new hierarchical structure by deepening the distinction between ‘us and them’.
