Özet: This work represents an attempt to define a group of issues existing in the Bulgarian higher education system. Summarizing and specifying them is a matter of detailed analysis that would explain its low level and opportunities for a change. The authors of this paper have made an attempt for a brief comparative analysis of the public rankings of European universities.
