Özet: This study suggests that the hypothesis that the concept of ‘permeability’ is an element increasing quality level in public spaces.  As is known, the use of public spaces is one of the important indicators in the evaluation of a city.  Use of public space gives you an idea on the use of other areas of the city. Successful designs of public space cause us to get positive impressions about the city. Various researches have revealed that permeability provides a positive contribution to the use of space and that this kind of space affects the users positively.  Permeability, especially in public spaces, is a quality indicator which increases the value of space in terms of physical, functional and perceptual features.  It is also known that spaces with high levels of permeability are preferred by the user. This type of spaces are the areas that form lasting images in people’s perception, that provide opportunities for their socialization, that contribute to the economy of the city with their high level of socio-cultural value and accessibility and that strengthen urban identity.  In addition to this, preference of these spaces means that their quality is also high. In the result, it has been demonstrated through examples discussed that one of the ways to improve the environmental quality in public spaces is to increase permeability.  The above mentioned physical, functional and perceptual components should be constructed on the scale of planning in order to improve permeability and consequently urban identity.  Nowadays designers are recommended that they should consider constructive guidance to create qualified public spaces.
