Özet: When the use of technology is discussed , the first step should be to find out if the teachers’ and students’ perception of technology is positive or negative. The next step of professional development is to determine the teacher’s technological qualifications and to develop the program in this respect. In order to integrate mobile learning technologies into the teaching learning process in TRNC successfully, first of all the teachers’ and student’s perceptions about these technologies, their existing opportunities and their competence should be determined. In this research , the general survey model that allows to reach a general conclusion about the universe is used to determine the teachers’ and students’ perceptions and competencies of the mobile learning based on the geographical areas. 467 teachers and 1556 students participated to this study. Results and Implications for teachers, learners and further research are also suggested.
