Özet: It can be seen that worldwide globalization and improvements in science and technology have increased very rapidly in the 21st century. Mankind has to receive education to overcome these fast changes. One of the basic means to receive education is school. Especially, primary education has great importance to raise the next generations. “Baby boom” has caused big changes in primary schools in the past, but today, the main reason for the stress on primary school education is “information boom”. As a matter of fact, everyone’s main concern is to prepare children for the future. It is impossible to ignore the school principal’s role and effect on this issue. School principal, as a leader of school, must be chosen carefully to manage these big changes in a proper way. In this paper, I will compare the Turkish and the Iranian governments’ regulations regarding the selection and the appointment of principals and try to reach a new idea to find the best way for the appointment of primary school principals.
