Özet: Improvements in information technology make it possible for the municipalities, which hold all the data belonging to the city and the citizens, to serve this information to public service by preparing easy-to-understand user interfaces. With the concept of e-municipality, the quality of municipal services is increased, errors are minimized, and the most accurate and quickest decisions are given by analyzing the data by the city administrators. In one hand, informed citizens provide a contribution to the management of the city; on the other hand, municipal income, expenses and tax evasion can be followed up. In order to achieve these and to reach the goal of total quality within the framework of this vision, municipality administrators should be decisive and they should be ready for a radical change to improve the quality of service.
