Özet: The main purpose of this studies is to evaluate the implementing ICT Literacy Programme in Malaysian national primary schools based on teachers’ perceptions towards the program implementation. Six research questions were developed based on four research objectives which were mainly to assess the level of competency in ICT skills and proficiency among the teachers. This study determines the teachers’ perceptions towards the ICTL programme framework, pupils ICT competency, ICTL programme objectives achievement and barriers in implementing ICTL programme in school. A set of questionnaire for teacher was designed. All collected data have been processed using SPSS 16.0 to answer the research questions and built hypotheses. Research findings were analysed into three parts. The first part is on respondents’ background information. Part two is on descriptive data involving mean and standard deviation value. Final part is on inferential data on independent sample t-test. The result of research was based on twenty primary schools in Penang that consist of five different districts. 100 teachers were involved in this survey. The total overall mean for tested items is 3.39. The findings showed that there is no significant difference were found in terms of teachers’ competency of ICT skills and knowledge among gender, perceptions towards the ICTL programme framework among education level, perceptions on pupils ICT competency among education level, perception towards ICTL programme on objectives achieved on pupils among school location and barriers in implementing ICTL programme and school location.
