Özet: This paper describes the license plate recognition algorithm for the smart vehicle parking system, which can be installed into a parking entrance for automated recognition of car license plate information using a photograph of the vehicle. It will be tried to improve a vehicle license plate recognition for entrance admission in a parking system so that, when a car has an admitted license plate, the door will be opened automatically otherwise will not. We can improve the quality of the vehicle image using image processing techniques, then extract the license plate and isolate characters contained in the plate, For identifying the characters on the license plate an artificial neural network and support vector machine are used. For this purpose, a feed-forward back propagation network and Multi-class Support Vector Machine are chosen. In this research, we can conclude that Support Vector Machine has the better results than Artificial Neural Networks.
