Özet: Educational statistics is a tool for describing the state of an educational system, identification of problems and trends in its development and evaluating its effectiveness. In this sense, the main objective of educational statistics is an accurate reflection of processes taking place at all levels of the education system of a country and information support for a wide range of stakeholders. There are significant technical and organizational problems associated with the collection of primary educational data due to the use of different accounting systems in educational institutions and the scale of the collected data. This leads to the importance of the development of information systems of educational statistics. However, in the literature such systems are often regarded as a set of technical means. The issue of intellectual analysis of gathered data is not sufficiently presented in them. The aim of this research is to design an information system of educational statistics in which statistical indicators are gathered from primary educational institutions using web interface and analyzed by stakeholders of various level using built-in tools of intellectual analysis. For the collection, storage and processing of statistical data we used multi-tier web-based architecture. For the intellectual analysis of educational data we used methods of decision making and data mining. A distinctive feature of the system is that the set of indicators is customizable and linked to the notion of quality of education. In addition, it contains an integrated system of data mining tools that identify hidden patterns in the data. The designed system allows the formation of recommendations for decision-making in order to enhance the quality and reduce the time to make decisions in problem situations. The proposed models, methods and algorithms allow to monitor the quality of education in accordance with the proposed criteria and their use increases the effectiveness of the quality management of education.
