Özet: Since its establishment, the Ottoman Empire aimed to conquer the Balkan territories. In line with this purpose, Skopje, one of the conquered areas, it was strategically placed at the intersection of roads extending to Albania, Bosnia and Macedonia. Until the conquest of Bosnia, Skopje became an important frontier zone of the Ottoman Empire. The first instances of legal codes in the Ottoman Empire are not always included under the title of a legal code. They often take the form of a response sent as a result of a restriction or an issue reported by the provinces. When the general legal codes of both Rumelia and Anatolian provinces, as well as the legal codes particularly related to Skopje, are analyzed under the Ottoman Empire, the issue of land administration comes to the forefront, as it always does. The issue of land is stressed in the legal codes known as Skopje and Salonica. Since the region is a rich place in terms of minerals, the issue of mining draws attention in Rumelian legal codes. Besides, since the surroundings of Skopje are suitable for the nomadic lifestyle, there are nomadic groups in the vicinity. For this reason, the issues related to the Rumelian nomads take their place in the laws. These nomadic groups are appointed in some mines in and around Skopje. The nomadic groups serve not only in the mines but also in the army as an infantry force. Sub-districts such as Kalkandelen and Kirtova, which are connected to the sanjak of Skopje, are rich in minerals. There is an Ottoman mint in Skopje. Considering the soil system, Skopje is a region where the miri property system is applied. This system, which is a kind of tenancy system, is familiar to the people of the region. As Barkan states, in the ages when wealth and civilization originated from the land, it is usual for the state to take all the land under its own control and transfer its right of disposition under certain conditions. In this article, the land system, mining, and population of the Ottoman administration in Skopje throughout the classical period were discussed in light of Ottoman legal codes.
