Özet: The process of restructuring transforms both the forms of production and the relations of classes and inter-capital, for to overcome crisis of capitalism. In the process of restructuring, which defined as globalization, in question that productive capital move to the late capitalist countries where the labor costs are low and labor market is flexible. Capital establishes global commodity chains by shifting production process to these countries by way of international agreements and subcontracting relations in order to increase surplus-value production. Export-based industrialization policy of the Neoliberal globalization places SMEs at the important position of the structure. Capital groups, called Small and Medium-Sized Enterprises (SMEs), are supported and encouraged for their economic development and growth targets in Turkey. In this study, the structural character of capitalism is discussed, the transformations of the capital accumulation process in Turkey are examined and the causes and consequences of the articulation of SMEs with global commodity chains after 1980 are discussed.
