Özet: The most important factor contributing to the developments in the economic, social and cultural fields, and the national progress is education. Each stage of education has a particular importance. Especially, Universities’ contribution to education is an indisputable fact. The number of universities has been increased considering that importance of them. The ones established in our country as a result of the campaign “at least one university for each province” still can’t satisfy the demand. Therefore, it is necessary to increase the capacity or the number of these establishments. Moreover, counties,thinking the contribution provided by universities, demand the establishments in their regions. It is an important issue to determine the appropriate counties objectively to establish universities. In this study, Analytical Hierarchy Process Method, that is one of the multi-criteria decision making methods, has been used to decide the counties properly. This method is preferred to take both objective and subjective evaluation criteria into account, to check the consistency of evaluations, and to set the priorities of alternatives due to the numerous criteria. During the implementation phase, it has been worked to help the decision maker as determining the most appropriate county among the 14 alternatives to require to establish a university
