Özet: M erit system, adopted in many public administration organizations of developed countries for more than a century, is utilized by only several Turkish public organizations cursorily. Turkish National Police TNP is the third largest public organization by budget and by number of staff however it is no exception to this rule. Unfortunately, TNP personnel administration system also utilizes spoils system and almost never applies merit system in promotion-in-rank. Thousands of police supervisors work in immensely diversified environments in Turkey and in the international organizations, nonetheless; administrative law provides the same ranks for the same intervals for all of them, which creates problems related to fundamental human rights and managerial aspects. Non-application of merit causes ineffectiveness and inefficiency in the organization since upper level managers do not know what to do in their new departments. The article suggests several examples of law enforcement promotion guidelines and regulations in order to eradicate this inefficiency
