Özet: Turkey has not remained behind the developments in the world in terms of planning and planned development, even though there were not great successes. Such attempts started in the last period of Ottoman Empire through planning efforts over city and neighborhood scales and went on in the first years of modern Republic thanks to government derived industrial development works and ultimately in 1960 Turkish State Planning Organisation was founded thus maturing planning works in the body of governmental institution. After especially 2000s, with the pre-accession process of Turkey with European Union, the Nomenclature of Territorial Units for Statistics NUTS was adopted and development agencies DA in each region were founded to accelerate regional socioeconomic development. In 2006, two pilot DAs started to work and after that in other 24 regions DAs were also founded and regional development plans were prepared for NUTSII regions. The aim of present study is to mention shortly about the RDAs and regional development process in Turkey by giving an example work Innovation Based Regional Tourism Strategy and Action Plan by one of RDAs Northeast Anatolia Development Agency
