Özet: Abstract The aim of this research is to study the decisions taken by National Education Council (NEC) regarding professional development between the years 1939-2014. Document analysis was used as the data collection method in this study and descriptive analysis was used for the qualitative analysis of the gathered data. The findings showed that decisions on professional development were taken in nine NECs. Decisions about professional development were taken more during the last two NECs. The 9th NEC is the first council gathering whereby decisions on professional development were taken. The 11th, 18th and 19th NEC focused on professional development as well. It was found that in service training, providing professional development opportunities, creation of a professional development model, career development and rewarding, inter-agency cooperation were the major themes in the decisions taken. It was also found that the importance of professional development for education systems was realized and thus the frequency of decisions on professional development increased in the NEC meetings.
