Özet: Throughout history, each state has sought to increase the welfare of its citizens more or less. With the industrial revolution and the rapid growth of urbanization as a part of it, the measures taken by states to achieve social welfare have also increased. In modern times, many states aim to minimize social class differences and to improve the socio-economic level of the lower social strata. Accordingly, states expand social expenditure spending. This study examines the Social Assistance and Solidarity Foundations’ functionality regarding social expenditure in Turkey. The study reveals that social protection benefits cover many socio-economic areas and the Turkish state, by being generous, has improved its efficiency by covering new circumstances in recent years. On the other hand, when compared to EU and OECD countries, there are still many steps that we need to take regarding social expenditure.
