Özet: With the impact of globalization and developments in information and communication technologies, today's economies face an intensely competitive environment. In order to cope with this intensely competitive environment, countries need to pay more attention to research and development (R&D) activities than before and should encourage R&D activities of enterprises. Thus, qualified products can be produced and added value can be provided. From this point; the aim of this study is to compare countries' R&D to determine the degree of importance of the criteria used to compare the performance and Turkey joined the 13 member states of the European Union by the end of the R&D performance. From this point; The aim of this study is to determine the degree of importance of the criteria used to compare the R&D performance of countries and to compare Turkey and 13 member countries of the European Union's R&D performance. As a result of the literature review made for this purpose; The criteria commonly used in comparing the R&D performance of countries were determined. The relative weights (degrees of importance) of these criteria were determined by the CRITIC method. Then, countries are ranked according to their R&D performances by MAUT and SAW method. According to the findings obtained as a result of the analysis, in terms of R & D performance has been determined that Turkey ranks first.
