Özet: In Uruguay, it is the State that has set out to stimulate and facilitate access to culture. This interest has manifested itself through a series of cultural policies that have addressed different dimensions. One of them has been cultural consumption. From the public sphere, there has been the concern to know what are the tastes and preferences that shows the citizens in their action to consume cultural goods and services and through measures and policies to increase or sustain consumption. We work with the cultural consumption surveys of 2003, 2009 and 2014 carried out by the University Observatory on Cultural Policies and with cultural policies implemented by the Ministry. The results indicate that while access has improved, it has not been sufficient to achieve inclusion, or cultural democratization, with the persistence of a gap that reveals social and cultural inequalities that can not be overcome.
