Özet: Paraguay is a country historically linked to smuggling, piracy and drug trafficking. Pedro Juan Caballero is an example of coexistence of legal rationality, neo-patrimonialist rules and rivalry for the control of illegal markets. Far from being a problem of absence or weakness of the State, the expansion of drug trafficking in this area is framed in a kind of clandestine order that produces alternative roles and rules, propitiated funda-mentally from the legality –politicians, policemen and public officials–. Through in-depth interviews with four informants -a national politician, a local authority and two anti-drug agents-, this paper investigated the logic of this order, conducting an analysis of the various actors, functions and benefices of the drug universe in Pedro Juan Caballero.
