Özet: With this article, we intend to review and analyze the benefits of modernization and / or reform of the public administration; in this sense, the objective is to reflect the changes that can be made in public administration with the purpose of generating well-being in society. This article arises from the unfavorable image of the public administration in the countries of Latin America and the difficulties of these to generate welfare for progress. Become imperative to define and differentiate progress and well-being in order to generate effective and sustainable changes, that allow establishing mechanisms that conceive well-being to society through the improvement of their processes and that help to create a state of satisfaction in people through a management efficient public, with trained human resources and a service aimed at achieving results based on ethical principles and a sense of belonging in order to reorient public policy.
