Özet: Parallel with the population growth, urbanization and industrialization continue to expand in Turkey. Being one of the leading sectors of Turkey, the construction sector increasingly maintains its leading position through real estate demand from abroad. Coupled with the population-based expansion of cities and increasing real estate demand, the construction rate of buildings with qualified projects, such as the residential, industrial, health, education, sports, and the arts, has increased gradually. This indicates the necessity to control the buildings from the project phase to the construction phase in Turkey, which is faced with the reality of earthquake. Furthermore, there is a need both for the identification of the existing building stock in terms of adequacy, and strengthening or renewal of the weak ones. Therefore, the Urban Renewal Act was adopted in 2012 in order to provide earthquakeresistant construction. Within the framework of the Urban Renewal Act, it is necessary to identify the service life expectancy of the buildings through non-damaging inspection methods in order to control the existing buildings, design the projects through survey studies for buildings without projects, conduct reinforcement projects on those buildings requiring strengthening, and determine which weak buildings should be demolished. For these tasks, there is a need for qualified personnel who have received practical training and have learned and internalized the vocation during the training process. The current study discusses and explains the establishment of Urban Renewal Departments based on workplace training of this intermediary workforce, the content of the training that must be provided at schools, and workplace and possible titles and authorities that graduates can assume.
