Özet: In recent years, competition capabilities, investments and capacity usage rates of enterprises, operating within industry in the scope of small and medium sized enterprises (KOBI) has been increasing day by day. Technological progresses contribute enhancing high performance materials. Adopting these materials to production and completing manufacturing without problem can be provided with technical support for KOBI. Competition intellection of KOBI operating in manufacturing sector must be improved based upon reliable product. Besides, they must attach importance to research and development (R&D) and product-development (P&D) operation with technology transfer in order to extend their market share. It was emphasized in appeal guide of “Development of Production Infrastructure Small Scale Infrastructure Funding Program” of MARKA (East Marmara Development Agency) that common use oriented collaboration center for prominent businesses described at Marmara Region Plan as automotive supply industry, machine and welded manufacturing is aimed to constitute for implementation, prototype developing, test and innovation fields. In line with this purpose, the project named with “Constituting of Kartepe Test and Research Center” submitted to MARKA for calling “Development of Production Infrastructure Small Scale Infrastructure Funding Program” was entitled to be supported in 2016. Within the scope of KARTEAM project, a substructure which can give KOBI consultancy, method prototyping, destructive and nondestructive test services with accessibility, fastness and reliability has been constituted. This substructure enables prominent enterprises operating in East Marmara Region, industrial growth center and industrial production region, to manufacture service and product with high added value, innovative and technology oriented.
