Özet: Behaviors of employees in business life and their relationships with their jobs are affected by many variables. One of the most important of these variables is the leadership behaviors of the managers and the personnel empowerment culture of the organizations. Organizations need information and strong human resources for the purpose of sustainable competition. The primary purpose of this study is to reveal the relationship between the concept of personnel empowerment and individual creativity, which is a necessity in order to make the most of the power of change in the global competitive environment. It is also an examination of the role of leadership tasks in the relationship between personnel empowerment and individual creativity. For this purpose, using the snowball sampling method, an empirical research was conducted with 300 employees working for a public institution in Istanbul. Research findings IBM SPSS Statistics v.26 and Hayes Process Macro v.4.1. analyzed with the help of statistical software. In the study, data were analyzed using frequency analysis, explanatory factor analysis, reliability analysis, Pearson correlation analysis, multiple regression analysis. As a result of the analysis, the effect of personnel empowerment on individual creativity was found to be positive and significant. It has been determined that leadership tasks are the mediating variable in the relationship between personnel empowerment and individual creativity. It has been observed that leadership tasks are effective in both individual creativity and personnel empowerment. This study was approved ethically by the Istanbul Esenyurt University Ethics Committee with its decision dated 31.05.2022 and numbered 2022/05-3.
