Özet: Just as in the whole world, the notion of "civil society" is one of the concepts that come to the fore with the widespread understanding of Liberal democracy in Turkey. In the 1980s and 1990s, the civil society approach, which is considered as a product of the political liberalization approach and regarded as a sine qua non of the liberalism economically, restricted the role and activities of the state and transferred a number of roles to civil society from the state. In Turkey, the rise of the concept of civil society has been linked to Islamic groups, Kurdish nationalism and women's movements that began to rise after the 1980s, apart from the tendency of liberalization, which some scholars have made in the World. The discussion that how the gowernment will regulate its relation with the groups who acceptet different values and different life style have been started. Non-governmental organizations are not met with the same tolerance and understanding in every political system, but their level of influence in each political system is also different. When considered in this respect, the approach expected from non-governmental organizations in totalitarian regimes is a service tool that legitimizes the decisions of the state. In democratic societies, non-governmental organizations are functioning to transfer the legitimate demands of the masses and members they represent to the political institution, the legislative body, the executive and the public. In this study, the functions and problem areas of NGOs in Turkey are supported both theoretically and from the literature. The researcher observed many problems of non-governmental organizations because he was in the management of more than one non-governmental organization and assumed various duties as a member. Inadequacy of financial resources, lack of democracy, inadequacy of participation, lack of information, foregrounding of ideological features, mastery of political power and engagement of executives as a jumping-off board are fundamental problems of NGOs in Turkey.
